"Receiving purchase payments

Yet, I received a payment for postage of an item via PayPal, and they took 15%! It was £6.15 the guy sent me so I could post something to him, and they took 41p of it!
Why is this? This is extremely steep!

Its 3.4% PLUS 20p.
So 3.4% of £6.15 = 20.91p(21p) + 20p = 40p.
So you were charged correctly.

Thanks, I didn't see that. One last thing : Who decides whether it's a purchase or a personal transfer? I'm not sure if sending money for postage is a purchase? Thanks.

No if you send money for postage its best to send it as a personal payment > send money > personal tab > gift payment.
But to make it fee-less!! make sure that payment is sent funded from funds in your paypal balance OR instant bank transfer. Don't use a card or you may be charged.
