Paypal Fees should be maximum 4% right?

I am having troubles to contact paypal. I tried to click on the imprint using send email I just receive a page saying I need to change language references to english and the language is english.
I tried to click on contact us same page. I don't know how can I contact the paypal directly.
That's why I have send you here this message.
I need your help. I have recieved payment from Australia, paypal should take a maximum fees of 4%, but the fees they calculated is more than 5%. So could you please explain why and where can I contact paypal.

If you have received a payment from Australia, you would pay the normal fee rate of 3.4% + £0.20 GBP. Then there would be an additional 0.5% cross border fee also applied. If you have received the funds in AUD, you would also incur a currency conversion fee too.
If you wish, you can try contacting us directly by going to the Contact Us icon at the bottom of any PayPal webpage. From here, you can then click the Call Us or Email Us option in order to get in contact with customer services.
