I paid for something on a website halfway through last month using a new credit card. I added my card details properly and made my payment. I had some credit so it took this away and the remainder was paid with the card. It has said 'Payment Pending' for 18 days now and is very frustrating. What can I do to resolve this matter?

Sounds like the merchant has yet to take your payment. If you wish to cancel the order you must contact the merchant to do so as it is not possible to cancel an order from your PayPal account. The “Pending” status will automatically cancel if not completed after a period of 28 days.

i dont understand why you didt pay to my bank still in paypal ??i need money to through bank ?
also i try buy out is my payment been pay ?
