PayPal won't allow me to pay for my invoices

I got an email earlier saying I have received over £1900 in the year and a lift was put on my account. After resolving this in the resolution center i was told the lift has been lifted . I have just tried to pay for 2 invoices and it won't allow me it goes from the invoices to merchant services and managing invoices then sends me message saying I should check my email and that of the recipient. I tried to pay by putting recipients email and it just said sorry we cannot send your PayMent at this time.
