Not receiving money after email

I received an email stating that I received a full refund from a transaction and I received only the shipping amount. The email states that I have been credited the full amount but when I check my PayPal account, only the cost of return shipping arrived. Us this normal and how long can I expect to wait?

A seller can only use the "refund" option to refund your original payment and not return shipping costs.
So what they do is this.
1. They use the refund option to refund your original payment to you HOWEVER if you funded that payment via a debit or credit card then it goes back there but can take about a week to process through.
2. Then they would use the "send money" option to send you a payment for your return postage costs and that would go to your paypal balance.
Advice is voluntary.
