Am I being scammed?

A guy who owes me a LOT money has told me "all of my money is in PayPal and I can't withdraw it due to tax issues if I do".  So why can't he transfer it to MY PayPal account?  LOL sounds like a lot of bull to me 😉

Any ideas?

Hi lynlb,

I cannot speak to the tax situation of the person who owes you money but if he has funds available in PayPal he should be able to send them. 

When you receive money it is added to your balance and this balance will be the first funding source used when a payment is sent.
