withdrawal limit wont let me have my refund

After not receiving goods ordered I was sent a refund,good that's what was requested but now the refund is stuck in my papal balances as it does not let me withdraw it as its under the limit. Its my money so why can't I have it I may not want to order other goods so that refund counts as not received as I can't have it due to papal limits. This is not good enough refund my money. I have tried to ask for help but it just says limit is stopping withdrawal to my bank. What can I do

Hi there Colly,
If you have received a refund and the funds have been credited to your PayPal account, you need to withdraw the funds to your bank account. Any time a PayPal account is opened, we are required to place sending, receiving and withdrawal limits on a customers account.
In order for you to have these limits lifted, you need to click the 'View Limits' icon on your Account Overview page on your PayPal account. From here, you can then select the withdrawal limits and complete the required steps in order to have these lifted.
