Trouble adding bank account, Please Help!

I am having trouble adding my bank account to my PayPal account. I go to the proper page click add bank account fill in my details, just the way it tells me to do on help page but all I get is three little dots ... in each of the sort code boxes and then it comes up with the following message on the screen, " We're sorry, we're not able to process your request. Please try again later." 

Can anyone tell me what I am doing wrong or how to fix it.

Please review this link for possible reasons on why you may not be able to add a bank account. -  Can't add Bank Account
