I don't know as you have not said what type of card you are trying to add.

Welcome to the community forum and thanks for posting.

As kernowlass was suggesting it may be that the card you are adding it not suitable for use on PayPal. However,  what that error message generally means is that the bank that issued your card are not allowing us to charge the card for authorisation.

When you add a card we charge $1.00 to check the details with your bank. It is just a temporary hold but if this amount is not approved the card cannot be added. This will happen if the card cannot be used but it may also be something small your bank needs to adjust.  What I would recommend is calling the number on the back of your card. In my experience that will get you through to the best people to help.
