bank account needs your approval??

having used paypal for years with the same bank account, i'm now getting a yellow flag saying that my bank account needs approval. but then i click on 'complete set-up' and 'submit instruction' it says 'We're sorry, we're not able to process your request. Please try again later.'... EVERYTIME!!!
what the **bleep** is going on?
you are ruining my livelihood! please help me fix it!!!
