PayPal support doesn't answer

PayPal support fails to respond to any enquires sent in email neither does anything when we directly call them. We are waiting for our account to be verified for raising the fund limits for more than 3 weeks. Every time we call them they say that the sent tdosuments will be approved within 2 days - this goes for more than 2 weeks now. It seems like PayPal doesn't care at all about new corporate clients.
