Laos - PayPal (Receive and Withdraw) Laos Accounts/Banks

Hello All,

I live in the U.S.A. and I have a PayPal account in the U.S.A.  My father lives in Laos and also have a PayPal account linked to a Laos bank.  I want to send my father some money as a gift, but I am not sure if he can receive the money and transfer his PayPal money into his bank account in Laos.  Does PayPal allow Laos accounts to receive USD transactions and allow transfers to their local Laos banks? 

If PayPal does allow these type of transactions (US->Laos), what would be the fee(s) to send and/or receive the money?  How long would it take to transfer the money from Laos PayPal account to Laos bank?

Paypal accounts in Laos cannot receive or withdraw funds at all.

They can only ''send'' payments.

Your best bet is western union or moneygram.
