For at least the last three months I've being getting, monthly, what appears to be an authentic email from PyaPal saying they are going to withdraw a small amount from my bank via PayPal and asking me to confirm the code that they used. There have been no such withdrawls so what is happening?

Welcome to the community forum and thanks for posting.
Any time you receive an email about activity on your PayPal account, the safest way to confirm the emails’ validity is to log in to your PayPal account via the PayPal website (not using the links in the email received). Any of the activity reported in the email will be available to view. If you think the notification is suspicious, please forward the email to us at spoof@paypal.com.
