In the US, you can become Verified without adding and confirming a bank account. If you apply for and are instantly approved for PayPal Smart Connect, the PayPal Extras MasterCard, or the eBay MasterCard, you will be Verified.
However, to lift the withdrawal limit (or even to request a check), you're going to need a credit/debit card or a bank on file. You might look into opening a bank account, as it's the easiest way to withdraw funds (and you should be able to get a debit card to go with it!).
