Waiting for another member to link credit card? ERROR *Please read message*

I had 2 paypal accounts, I tried linking a credit card to one of them then decided I didn't want that account so I deleted that account. I tried linking the same credit card to the other Paypal account but It keeps saying:

We're sorry, but we're waiting for another member to finish linking this credit card to a PayPal account. Please try again in 5-7 days.

I deleted the other account, I have no idea why its still pending a confirmation credit card for a deleted account

I have the same problem. I can't understand if I deleted my previous acoount and create new why my old one had not been removed, what 5-7 days??? And I'm not sure that after 7 days I will be able to verify the new acoount
