I just got off the phone with PayPal. I too had funds on hold since my buyer paid for thier item on July 22. I called PayPal to find out the the heck was going on and I was told that the funds will be on hold until the buyer receives their item and then it will automatically be released three days after the item is received. . I argured with them for a while and to no avail. So I waited. three days passed and nothing. Today it has been days since the buyer received the item, so again I called PayPal, only after trying several times to connect with them through the contact link which never directed me, so I had to call them manually and what an effort that was. After finally getting a human, I told them what was going on, my money has not been released, it's been five days since the memeber received the item. The PayPal rep told me the hold should have been automatically removed two days ago and they were sorry. I told them, this isn't fair. I made a ligit transaction, no complaints from buyer and I have 100% E-bay feedback, there has to be some kind of law against them holding funds. The rep apologized, she released the funds and told me she would escolate my account so that holding of funds will no longer happen. We'll see if this is the case.
I advise everyone to call and demand to have thier funds release to tell the rep that this type of holding has to be illegal in some way and that you want to prevent this from happening again. Hopefully they'll escalate your account, too, if thee is such a thing.
I will defintely be looking into contacting my congressman.
