Just to let everybody know, since eBay controls paypal if a buyer opens a case for any reason with eBay they hold your money.  Once a dispute has been filed you have to ship off up to 10 items before you can get full access to your money.  I have had paypal send a message stating because of good performance my money will no longer be held, but as soon as I sell on eBay my money is right back on hold. Paypal states that they have nothing to do with it, it was eBay.  So not only do we have to deal with paypal holds we deal with eBay also.  It seems that when they want control of your money they are in it together, but when you have a grievance about your money, they want to think of them as separate entities.   They both have reasons for holding money. ... If you have money in your paypal account you can shop online, I have not known paypal to accept gift cards as a way to verify your account.  You will need a prepaid debit card, which can be purchased at Walgreens or CVS pharmacy.  Those cards give you a routing number and account number, like a actual bank.  You can accept the paypal deposits with that type of card. ... You may not have money on the card, when I first tried to link my debit card it did not work because of that. I believe you have to have a balance.  It you know that you have available funds on the card, then check your expiration date, also the name needs to match the one on file for you when you opened your paypal account.  hope that helps!! ... You need to call paypal and have them manually lift the limitations.  You can do all that you are supposed to do to remove this, but it still won't be lifted til you call. ... View more

When selling make sure you put in the tracking information on paypal, once you have seen that the item is delivered you can call and get paypal to manually release your funds.  I have found that they usually do it with no problem.  As for the reasons they place holds, there are so many that basically EVERYONE WILL FALL INTO AT LEAST 1 CATEGORY!
