I am VERY upset! I have been sellin on EBAY since 2004 have sold over 1000 items and have 100% positive feedback and NOW Paypal is holding my funds until customers receive their packages. I sell alot of items and my customers pay for shipping. So, when I have items ending everyday and some need to be shipped internationally, HOW am I supposed to pay for shipping?? I contacted paypal and they told me that I don't meet any of the criteria for holding funds! So they don't know why my funds are being held......then told me they were going to try to release my funds. Well, they tried while I was on the phone...and then told me "THE SYSTEM" would not let them!! FRuSTRATED, I got off the phone and called them back 2 more times. They told me the same thing the first girl told, after checking all info, they can't figure out WHY my payments are being held.. THEN told me to borrow money from someone to do all of my shipping!! Can you believe that?!?! I have PLENTY of money to ship....BUT PAYPAL is holding EVERY PENNY!!! I am an excellent seller and ALWAYS have been. Oh'ya, they also told me to ask my customers to leave positive feedback before i send their items so my money will be released!! I could not believe this!! I HAVE 100% feedback!!! This is CRAZY!!!

I'm having the same issue, although I don't have 100% positive feedback [had some issues over a year ago and a few misunderstandings that led to neutrals] my feedback is very very good, just not perfect.
PayPal and eBay seem to require more and more control of their users day by day and it's causing me to rethink where and how I do business online.
Get a grip, PayPal, if you need to hold funds, hold the NON-SHIPPING funds and let us ship our !#$% packages.

they are also holding mine, I sell and have been for over 3 years, I started a new account and they said I needed to have at least 100 feedback and they would remove the hold, but they didnt, I have been calling them everyday and finally now once a week, they told me last week it would be removed and they said they would submit an order to take it off, Said it was a diffirent office, so I beleived them the first call then found out they are reading the same thing from some manual, they all say the same thing, if they can hold your funds for a certain time the daily interest they earn over a period of thousands and thousands of sellers they are making interest on our money, I sell to make money to buy my mothers medicines each month, it doesnt make any sense, I have 100 percent feedback and rate as a top 10,000 reviewer for ebay so why are they doing this ...to make money on our money since their stocks and interest must be done. They need to release my money, I am hiring an attorney to check into this.

Well, I replied to this yesterday, but I see my post has been removed!! I'll try again.
Check your E-Bay Dashboard for your Detailed Sellers Rating or DSR. That is probably the culprit! Remember E-bay OWNS Pay Pal. They are the Puppetmaster!!!
I have been an E-Bay seller for 12 years and always a Top Power Seller Rating. I have 17025 Feedbacks with a Positive rating of 99.5%!! All of a sudden last week I get an e-mail from E-Bay saying that my Powerseller Rating has been Revoked due to my poor DSR!! It turns out that a year ago E-Bay added 4 questions to the feedback page. They want people to in Addition to the feedback left, answer these ratings from 1-5. Now 95% of the people that leave feedback never bother with these. Of the ones that DO answer them, if they do not leave all 5 ratings you, as a seller, are "Below Standard"!!
2 Days ago I got an e-mail from Pay Pal stating that from now on the money paid to me (MY MONEY) will be held for 21 days or until they can make sure my customers are "Satisfied"!! I have e-mailed them for a specific answer as to why they have taken this action. I have not heard from them in 3 days!
After reading another post on this forum that linked to the Pay Pal policy page, I found that Pay Pal will take this action if a sellers E-Bay DSR is Below Standard!!!
I have a Brick and Mortar Hobby Shop, which is the Largest in Michigan! I have been in business over 50 Years and over 24 years in my present location! For 12 years I was an E-Bay Power Seller!! I don't think I would have achieved these results being "Below Standard"!
In the last 12 months I have received 1075 Feedbacks. Out of those, 20 people answered the DSR and because they did not give me all 5 ratings, I am now a Terrible Seller and Below Standard!!! It has been deemed that I must be Punished by having my money (MY MONEY!!!) held for 21 days!!!!!!
E-bay and Pay Pal need to wake up and realize that the SELLERS are Their Customers, NOT the Buyers!!!! It's the Sellers who keep them in business and generate the Revenue that pays their salaries!!!
I know that I have generated Thousands of Dollars in Revenue for these two companies and I am not the only one! If they continue to anger the sellers, and the sellers stop listing things, they might take notice!
The problem is that they don't care!!!
Remember that E-Bay controls the strings for Pay Pal. As sellers we need to take action and let them know how dissatisfied we are with what is going on.

This lists Names and Addresses of the E-bay Board of Directors. We need to flood there corporate offices in San Jose CA. with Letters, not E-Mails, but Letters! If you take the time to write a letter, they will take notice a lot more that E-Mail!!
I have a website that I am also going to post the rotten things that E-Bay has done.
The more people we tell, The more action we will get!

Obviously they believe no one will be able to do anything on their own. Maybe a class action suit for unfair business practices etc. might get their attention? At the very least they would probably want to avoid the bad publicity. Anyone know anyone in cable network news? If ebay/paypal fears anything, it's the possibility that potential new users will be scared by angry accusations buy current users.
I'll sign on to a class action suit.
Notice that paypal takes their fees right away along with ebay????? What a rip off!

Law suits hav been filed againts them. I know they settled on one in 2004. They have all kinds of lawsuits filed now. Do a search on ebay /paypal lawsuites. You get over 300,000 searches results, many of them listing the lawsuits. And most the lawsuits are on illegally holding funds.
Ebay has not lost enough money on lawsuits yet, to bother them. They make billions $$ a year, they don't care. And one day the greedy **bleeps*'s will crash.

I too have been limited for no reason. I have 100% feedback with almost 200 feedbacks. Even shipping the items right away with tracking info and having the buyers leave me perfect feedback THEY STILL WON'T RELEASE THE FUNDS.immediately AS THEY STATED! . A bunch of liars and control freaks. I have sold many items and was a fairly new ebayer. I have since then moved alot of my listings to another site since i don't feel that ebay and paypal are worth it anymore. Their stocks are plumetting because of their bad business practices and i WILL NOT refer them to any of my friends or relatives. I was warned not to go with them and i did anyway. Shame on me. It isn't worth contacting them anymore because they won't help you.

I sold an item 2-3 weeks ago, recieved the payment, shipped the item, item arrived and was signed for and Paypal is still holding my money....after my upcoming sales this will be the last time I use paypal. Are you kidding me? Holding money for close to a month after the sale is complete...what a joke.

Let's face it that all this talk about feedback, DSR, and worthiness of getting OUR money might be for naught. PayPal makes most of their money on the interest off our money (on the float), not on transaction fees. Holding all payments in the interest of safety is a guise to hide behind.
