How do you LOWER your credit limit....only seems to be ways of raising it

I'm assuming you're inquiring about the account Spending Limit - this cannot be lowered; it can only be lifted.  There is a per transaction limit of $10,000 USD ($60,000 USD for qualifying eBay items), but this is a set number. 

You can keep the lifetime sending limit where it is by never becoming Verified.
