Big problem with account/dispute/refunds

I had sold an item from my etsy store back in april. The item didn't reach its destination and was sent back to me many weeks later. The buyer who originally bought the item filed a dispute on Paypal and their payment to me was being temporary withheld.

I could not select any of the options available to settle the dispute because none applied to this situation. A refund was automatically issued and while I was emailing the buyer back and forth. The dispute is still going on that says it requires my action.

 

Here's the problem. The buyer claims to not have recieved the refund even though the money is no longer in my paypal account balance and it claims I have sent the amount to the buyer.

 

What's the deal here? And do I HAVE to be verified even though it I recently purchased a camera and it said I reached my sending limit yet the payment was still issued to wal-mart (where i got the camera from)?

If the buyer sent a credit card funded payment the refund will go back on the credit card.

 

Have them check with their cc company

Im sorry to ask another another question thats slightly off topic. But the refund issue doesn't have anything to do with my account being unverified does it?

 

A good time ago I ordered something from walmart and paid with paypal. Paypal said I reached my sending limit and the payment supposedly didn't go through. Yet it was deducted from my account and wal-mart confirmed the payment and all was well...

 

So does that mean I really don't have a limit?
