i have money in my paypal account and need to send it to a family member but they do not have an account with paypal and they need the money tomorrow. is there a way to send it thru a western union or money gram from paypal so they can have the money immediately?

Unfortunately not.

If you use PayPal to send the money, they will have to open a PayPal Account to receive the funds.
