Was that on Ebay? If so you may have clicked on the pop up box when you checked out at one point and agreed to 'one touch'.

If so if you want to you can turn it off again.

But you will get that annoying pop up everytime you pay and will have to click 'maybe later' everytime to stop it being enabled again.
