Why is there nowhere to ask paypal this question.. There are not very helpful on asking important security questions.

Send it to spoof@paypal.com and they should confirm if a spoof or not.
But if it is a survey they are emailing you a tad late as the date is for May.
Advice is voluntary.

Thanks, ok all sorted, when I finally got to the bit about asking me for my bank details it clicked.
Now I can let paypal now.

I keep getting these messages supposedly from Paypal and always regard them as spam. I get them from various banks as well, even those where I have no accounts, telling me that there is a problem on my account - there is - I haven't got an account! Most of the banks ask to send a copy of the spam email to them, but paypal doesn't offer that, so I assume they have no procedures for investigating who is trying to scam them. Perhaps Paypal might like to offer an explanation?

PayPal has an address you can send fake emails to and they work to stop them and identify the culprits. If you send emails that you think are suspicious to spoof@paypal.com then they'll check them out there and get back to you!
