Has paypal been hacked? 

Constant error messages saying "access denied", when trying to re add a bank account that somehow disapeared all I get is

 "We're sorry, we're not able to process your request. Please try again later."

"You dont have perrmision to view on that server."

Phone lines down, whats going on.
