Hi there Portsmouth36,
If you are on holidays outside the UK, you can by all means try making a payment from your PayPal account from a friends computer. I will advise however that our internal security system could detect this payment and either prevent it from completing or place the funds on hold after they have been sent.
There would be nothing that you could do in order to ensure that the payment would complete without any difficulties to your seller. Your best option would be to try sending the payment and if there was any issues with the payment, you could contact customer services and we could assist you with resolving the issue.
I hope this helps.
David.

I've got same problem here..
I'M on holidays in Mauritius and I try to pay a seller on ebay UK but it seems that Paypal has freeze my account and thus can't pay the seller.
I rang customer service on 00353 1436 9004 but it never goes through and had to get someone in the UK to call paypal on my behalf. What's the number to ring paypal from abroad pls?
The only explanation my friend got from them is that its an internal system thing and they can't tell when my account would return back to normal. How am i suppose to deal online if my paypal is blocked?
I also transferred £75 from my bank account to my paypal account but still showing as pending and bank hasn't debited the money yet. (For this one I will wait a bit more because it said it takes about 5-7 days when transferring money from bank to paypal.
Anybody had same issue pls help.
Thanks
