I received an email today telling me I could pay for purchases 14 days later with Pay After Delivery. Seems genuine enough. Is it??

Yes, but remember you can only use your bank account to fund the payments.

You can't use funds in your paypal balance or a card.

Are you really sure that these are genuine email from PayPal. 

I will not use hyperlinks in emails and I can not find any mention of it on the PayPal website.

LOL of course its real, mine is listed on my paypal account (but i have turned it off) and lots of folks are using PAD.

If you want my personal opinion you should not bother.

I think paypal offer it because they want more folks to fund payments from their bank account rather than credit cards.

This reduces chargebacks they have to deal with.

Personally i don't use it as I use my credit card which gives me more protection especially if buying internationallly.

Ok on that. I appreciate what you say.

Another item to do with PayPal that I can not find is the debit card which allows you to go to the shops and spend money that is in your PayPal account.

I find PayPal website very un-user friendly
