Recieved an email from paypal that legal action will be taken against me

Hi,
I have been recieveing emails from a buyer that i need to send money to an agent through western union and then send a scanned reciept so paypal can let my money come through and if i dont legal action will be taken against me.

Obviously, you have failed to follow our instructions and proven to be recalcitrant to our guides therefore we assume you to be either a non cooperating customer or one of the numerous online fraudsters PayPal is working hard to put an end to.
According to the safety measures we take when handling transactions involving huge sums, We shall not fail to proceed into the next step which is our legal
As PayPal is not a hostile company, we are giving you a 24Hour grace to get back to us with the requested details. If by the end of the given period, we have not received the requested details from you, we reserve the right to infringe and forward your information on file with us (which includes your contact details, DOB and telephone lines) to all governmental agencies backing us, and we shall as well close your PayPal account. actions proceedings. This message will be our last alert to you and if we do not read from you within a short period, then be sure to receive officials fighting internet corruptions from all governmental agencies in your local area and international standards.
This message is not a threat by PayPal but a legal step that we take in order to ensure a safer environment for all our users.
We request for the Scanned Receipt and the western union details to prove sending of the Shipper's fee in less than 48hours and once we receive these details, we will release your funds into your account or otherwise face the consequences of LEGAL ACTION.
This is done in accordance to our policy and in other to protect both the seller and buyer.
We are highly sorry for any inconvenience caused.

THIS IS A SCAM.
You will get/got a "fake" email that looks as though it is from paypal.....it isn't.
It will say the buyer has paid ...you won't have been paid.
They will tell you that the payment is released when you provide paypal with a tracking/shipping number......this won't happen.
They threaten legal action...have a laugh at that one and ignore it as its rubbish.
Most scams originate from Nigeria and people there cannot even own a paypal account.
Paypal NEVER tell you to send trackable, they advise it for seller protection etc but it is not compulsory.
Paypal NEVER tell you to send an item before the payment is showing in your paypal account.
Delete any emails and ignore the scammers.
Advice is voluntary.

Sounds like you have received a spoof / fake email.
Are the funds actually SHOWING in your paypal account balance?
I suspect they are not?
If they are SHOWING in your paypal balance then just refund the buyer.
If they are NOT showing in your paypal balance then its a SCAM so just delete the emails and forget it.
Paypal does not threaten you with legal action. The 'most' they would do is refund your buyer for you and then put your paypal account into negative until you paid them back again.
