I want to know how to confirm my credit card. I'm in strange situation right now.

I'm korean who is studing english in oxford for 6months
My laptop is broken down so I had to buy new one.
But I didn't want to buy new one since another laptop is waiting for in my country so I decided to buy used laptop in EBAY.
Then Ebay asked me to use paypal so I made an account. Until that moment, Everything was fine.
Suddenely, Paypal request me to confirm my credit card.
When I got into resloution centre, I wanted to confirm my credit card but I couldn't find the way to resolve my problem.
It just keep showing this message.
"To confirm you are the credit card owner, we'll charge a small amount to your credit card. After you confirm the amount, we'll credit your PayPal account for the amount charged."
Then How could I confirm the amount? Actually My credit card is realesed in my country, so I can't do anything. I heard that Paypal will send a code to my credit card transaction statement, Then do I need to wait until my statement come to my homecountry house? I found some information through korean search engine, They told me Paypal will send me a text message when the transaction is confirmed. But I can't gat the message because I got new phone number cuz I use 3 now. I have felt frustrated for a week because of this freakin stupid Paypal. Can anyone help me? It would be grateful if you help me.

Paypal is country specific so you have to open a paypal account in the country you are in and add an address / phone number / and bank accounts from within that country.
Advice is voluntary.
