I have received several of these clearly false emails. Does PayPal wish clients to forward these emails in order that may investigate further or try to contact the perpetrators?

Paypal of course want to know what scams are about but normally folks forward them if they want to know if they are spoofs or genuine emails.
As you know they are spoofs then do what i do and delete them.
Paypal won't contact the perpetrators as they are not using Paypals site at all. They are just sending fake emails from probably an anonymous internet cafe in Africa somewhere.
Advice is voluntary.
