Email contact without canned answers

Hi Community
I am trying to get a direct email contact with Paypal where I can ask queries and get proper answers. I have tried via the web page but you can only get canned answers which do not answer my questions. Also I cannot phone the contact number as the overseas phone bill will cripple me as I am not in the USA or Europe.
Is there any way that I can get a contact as I am getting really frustrated.

OR have you considered contacting Customer Service via Facebook or Twitter?

Hi Community
Again no response from Paypal even after the promise above. I can't believe that a company of this stature hides from it's customers. As I cannot get a response directly from them, I need to put my question to the forum and ask for your help.
I have a normal (non business account) on Paypal which I use to pay merchants for goods and services. However I now have the need for a 3rd party to pay into my Paypal account.
1. Is there anything I need to set up in my profile to facilitate this?
2. How does the 3rd party pay into my account? Does he select a Paypal icon and then select a code or reference or email address or what?
This is all I have tried to get out of Paypal and their canned answers make no sense and are unhelpful.
I will not give any information re my account to anyone on the community, all I need are answers to the above questions. Any help will be appreciated.

1. Not unless you upgrade to a business account.
2. Anyone can 'send' you money to your paypal account, all they need it your paypal email address.

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
