Lately, I was told that PayPal only allows one dispute per transaction. My first dispute was denied, but all my attempts to open a second dispute have failed--and I can't open a dispute through eBay because they tell me that PayPal is blocking my ability to file an eBay claim (for non delivery of item). To complicate things, eBay now reports that the seller's account has been terminated--apparently for scamming other people besides myself. Is there any way to open a second PayPal dispute (for non delivery) after the first one (for unauthorized use of account) was denied by PayPal?
