I Shipped out an item that was then later cancelled and my paypal sent a refund??

I sent buyer a cancellation request but tells me he wants the item. So I ship it and later the day the item is cancelled and i have refunded him? can I dispute the refund?

No one can force a buyer to pay you again but you could contact him and request payment or send an invoice. 

In future if you send a cancellation request don't let the buyer change their mind.

There is no way to open a case on refund by the seller?

what you can do is  to send him a Paypal invoice,make it business like,telling him he has received the merchandise and scan the tracking to prove it.

If he does not pay,it will be turned over to collection agency.since it is mail order,report him to USPS fraud investigation,
