I can't verify identity, because I am a citizen of Armenia and live in Russia and PayPal wants me to upload my visa scan, but I crossed the Russian border without any visa, so I cannot upload the visa scan. What shall I do now?
Go ahead & give eBay general support a call at (866)-540-3220 & ask to speak to the 'Trust & Safety' team as they are the security account specialists on eBay. They will be able to verify you & remove any account holds. Best of luck to you & have a good one! ~AG.
my problem is not with eBay, it is with PayPal. PayPal demands visa scan, but I don't have any visa, I came to Russia without any visa, we have a non-visa agreement with Russia. eBay has nothing to do with this issue.
@ssench Have you tried calling PayPal? I know that may be expensive from your location but perhaps they have VOIP options to make the call through the internet? Just trying to think outside the box here. A PP rep may be able to help you navigate around the standard ID Verification process that I suspect is automated and controlled by computers.
So then as Linch mentioned, give PayPal a call & ask to speak to the limitations department as their the ones that place & remove these account limitations as they work with the fraud team. Its your only option if you cant provide what they want. Good luck! ~AG.
If you are trying to open a Russian PayPal account, you need to satisfy the security and ID requirements. You could phone PayPal and ask if there are other forms acceptable, but my guess is that there are not. PayPal needs to have very strict security controls. You may just have to return to your country and get your appropriate credentials. PayPal needs to verify that you are in Russia legally.
