to pay for eBay with my ipad and it tells me my acct. is limited and won't go any further.

I'm guessing when you log into PayPal on the PayPal website it's not showing any limitations on the account or open issues in the Resolution Center?  If there are unresolved issues, that's probably the cause for that error.  If there are no open issues on your PayPal account, I would double check to make sure you're logging into PayPal during checkout with the correct email address.

It's also possible it's referring to an issue on the eBay account.  I hope you found a solution to the issue by now. 🙂
