How soon can I use my account after creating it?

I just made my paypal account and need to use it to send payment on eBay. How soon can I send money from it as it isn't working right now.

Your PayPal account is ready to go to send payments as soon as you set it up and link a funding source! If you've done that and are still encountering difficulty, you might consider Verifying your PayPal account.
