"Sorry, we can't complete your purchase at this time"

So for the past few days i've been trying to buy digital good/microtransactions from a site called my.com, but everytime i try to buy it says "Sorry we can't complete your purchase at this time". Is paypal blocking them (bcs they had a leak issue and ppl started to refund payment etc) or is it just from paypal being busy or my.com or vice versa.
