I need to verify my identity and my state id has my hometown address on it, and the only mail I have with my hometown adress on it is the initial bursar statement for college, since I don't have bills I pay yet because I'm only 18 and my mom still pays the phone bill and I live in a dorm so I don't pay utilities. It doesn't make sense to use the dorm address when that's not what is on my state id and I will have a different room next year since I'm not staying in mine with all the utility problems and the fact that I have a single in a double not an actual single, and I only got lucky this time to not share a bathroom with anyone since my college has suite style dorms. Plus I live at home otherwise and have to get bigger things sent home so I don't have problems with the mailroom people. Or would paypal be okay with just my state id and social security card and still let me add money, since I only added my bank account since I don't have a credit card.

Collect tuition statement could be fake.  It is not even close to proof of identity or residence.

Suggest you get a bank account and credit card account registered to your home address.  And also a phone number.  If you want to do adult transactions on PayPal then you need adult identification and verification documents.

If I register stuff to my home address my mail is six hours away, and my mom doesn't have money to constantly remail me mail or the time to drive down here, and I'm not ruining my credit with a credit card I can't afford when I'm going to have to apply for loans for at least Veterinary School, I don't have any now. Plus my bank charges you just so they could send you a stupid piece of paper statement so I have e-statements. If you're not of help don't reply. And nobody would have any reason to fake a college tution statement, and my mom is pretty darn sure it has my address on it and I'll just use that and find something else if they don't accept it. Plenty of adults don't have a drivers license and have state ids instead.

What your mom does or does not do has not relevance to your PayPal account.  You are on your own.

Having a credit card does NOT ruin your credit score; it helps your credit score.

What ruins a credit score is misusing credit and not payment bills; only you can decide how you want to manage credit.  So, get a credit card and then do NOT use it.

So obtain all the state ID docuemnts you and provide to PayPal what PayPal requests.

You can always phone PayPal support for specific answers.

Getting a credit card and not using it still has fees, I don't even know how I'm going to register for classes for next semester because the bursar bill has to be down to $200 or less before you can do so. And you don't even work for paypal you're just being rude, you don't know our economic situation and having mail six hours away where my hometown is just doesn't work.

I never paid fees for not using a credit card.

By the way I was in college at one time and I do know the financial situations of needing to work during college.  I also know how to manage debt .   It's all part of your learning experience.  I also managed a bank checking account long before college and before my parents even had a checking account.  At your age there is not reason to not be responsible for starting a good credit score.

some credit cards with nice perks do have annual fee,but it could be free the first year, like AMEX and airline cards.

does your mother have a credit card, can she ask cc issuer to send you one

I am also pretty sure that we still have the college acceptance letter.

Any mail would have to math the address that is on my state id, which is my hometown, and I do not want a credit card because I cannont accept that kind of financial responsibility right now, plus I'm pretty sure that no credit company would send a credit card to an 18 year old, especially because my mom cna only make the minimun payments on her credit card.
