Unable to close account due to unresolved issue in Resolution Center

I've been trying to reach out to Paypal for a long time to remove a card from my account that I used to have. It's a virtual visa card that I used for paying in some websites. However, Paypal raised a flag asking questions about it and restricted my account usage saying I had to provide related details to the card without which the problem won't get resolved. I provided the same to them, however, it seems that the provided details were not enough. That's when I decided to just get the card removed and add an alternate one instead as the primary card.
It seems that they're not reachable directly by email, I sent them my queries through the resolution center itself, but every time I get the same generic message to provide details in the resolution center. Finally, when I decided to close my Paypal account, it still asks me to resolve the issue in the resolution center.
Any help in this regard would be really appreciated.
