Non Business Account, fees?

Hi everyone, I'm not sure imagine in the correct sub forum, but bear with me.

I set up a non business account.  Basically using PayPal to collect finds from scattered family members for an upcoming event.  This will be a one time thing.

On one payment a fee was subtracted.  On another it wasn't.  

Whats up up with that?  I had thought that payments made by friends and family members were not charged a fee.

Transactions PROCESSED as famiy/friends/gifts have to fees.  Goods/services transcations do have fees.  Currency conversions do have fees.

if they pay with credit card or debit card,there will be fee born by the sender
