Withdrawing to my VISA card

Hi Everyone, 

Today I tried to Withdraw some funds to my Moroccan VISA card, but it gives me this error eveytime I do so "Sorry, we are not able to process your request. Please try again later." 

Yes my Paypal is verified and all the informations is up to date, I always withdraw my funds wihtout any problems, this is the first time it happened. I got in thouch with many Moroccans who have a paypal account and they have the same problem since Friday.

Is there anyone from another country having this problem??

Does Moroccan goverment have some restriction on money transfer?

I don't think so, I always transfer my money without any problem. I just called Paypal about this matter and they said all the Arab countries are facing this problem, so it should be fixed within 3 days.
