I just wanted to take the time to thank anyone who has the correct answer and is will to help me with it. 

With the new layout i am having Issues finding custom payment page editor in my business account.

Same here.  I believe the got rid of that setting since they put in the new checkout experience.  And you have to be using their paid merchant services like PayPal Payments Pro or something to get customizable checkout.
