Can't add tracking# to an ebay item i shipped

I am trying to add tracking information and keep getting this fail message. I've clicked on the paypal logo and tried again froms tart, it won't let me add the tracking#

I added the tracking# on ebay no problem there, but trying to add the tracking here on paypal i keep getting this fail message.
