I lost my account password and when I try restore it it asks my IBAN, and when I type the IBAN it says "You may only enter numbers for your bank account number.".

So I cant restore my acconut!

Now I had to make a new account, but I cant use it because I cant link the IBAN to this...

You had one problem; rather than resolve it with a phone call to PayPal customer service, now you cerated a second problem.  I think you'll need to contact Paypal customer service now to fix both problems.
