Withdraw funds to your card - Problem

Hello Paypal community!
I have a problem what i want to be fixed.
When i go to ''withdraw funds to your card'' i see at the top Add Card, okey when i type the details like 16 numbers from my card, 3 numbers behind from the card, and i click the button Add Card.
But why i have to add card when i have veryfied in my account ?
And when i click the button Add Card it says:
Card Number: You have entered an invalid or partial credit or debit card number. Please check your entry and try again.
Every detail is correct.
My card is: MasterCard
For a first time i want to withdraw money, my card is valid to year 2017, everything is good, why this happen ?

You can't withdraw to a card in the US.
You can only withdraw to a linked bank account.

Well if you are posting on the U.S forum it would be helpful if you said you were not in the U.S and to state the country you are in.
If you want accurate advice as paypal is country specific then state what country you are actually in.
