Hi!
From abroad, I would like to instruct my bank to deposit a thousand dollars into my PayPal account,
but the bank needs an ABA routing number for the receiving account, yes?

I've got the same issue as others in this thread. The work around, though it does have some transaction costs, is to create a paypal account in the foreign country, and link to the foreign bank. Usually it is not possible to get money from the foreign bank into paypal, but it can pull from the foreign bank when making purchases.
Then, you send money from the foreign paypal to the us paypal. That will pull out whatever denomination (if not USD) and send. If you send as friends/family then the fees are minimal.
So:
- US paypal account connected to US Bank
- Foreign paypal account connected to foriegn Bank
Move money from one bank to the paypal in the other country by "sending money' from sending country's paypal (which pulls the money from the bank) to receiving country's paypal (which can then be deposited into the local bank, or if in the US there is the Paypal debit card.
