What if message center does not work, and I get no response from support at all?

All started when I got a message about I have to proof my identity because I'm about to reach my incomming limit. I tried to resolve it without success, then sent several messages through message center to support, and got no reply in 3 days. I got only "Paypal needs your feedback" today. That means that support possibly got my messages.
So here what I see on the screen when I login:
That's about verifying. What should I do next? That's the question I asked through message center. To do that I clicked on contact button at the bottom of the page and got the following:

Sorry can't wade through all that as difficult to read but >>>
Click on the words "Contact" at the bottom of your paypal account summary page and use the phone option (if there is one in the country you are in) > click on the "call us" option on the left (fees "may" apply so check the cost with your phone tariff first, as you sometimes have to wait a while to connect).
When you get through don't select any options just hang on till you get transfered to an agent or say the word "agent".

have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their facebook or twitter pages.

I am having very similar problems I keep contacting support, some but not all messages have gone through but it shoud be obvious from the infromation they received in the messages they replied to that there is a problem in the system but they are not taking it up.
