Stuck in a verification loop when trying to add my bank account

Every time I try to add my bank account, I:
-Enter in all the details
-Then get sent to a page that says "Verify your account. We don't recognize the device you're using. To continue linking your bank account, please verify your account."
-So I choose my verification option
-Enter in the code and press enter
-Get told that my account is now verified and that I can continue linking my account
-But then get to a page that says I cannot complete my last action and to click the Paypal link to try it again
-So I get to the "add bank account" screen
-Enter my details
-Then get sent to the verification page all over again which sends me through this whole mess AGAIN!!!!
This is very frustrating. I am trying to open an ebay store and need a verified paypal account to do it. But without being able to add my bank account, how else am I supposed to get verified?

I would like to add, I have been having exactly this issue. My account is ancient, I am trying to add an Ally checking account. I get the same verification loop. A few additional details:
- Every time I try to add an account, I get the "we don't recognize this device" thing.
- If I choose "text message," none of the numbers listed are my active number (from my Profile.) i have to manually add my cell number. eventually, i do receive a text with a code.
- After I enter the texted verification code, something happens, it reports "Account verified," and then kicks me out to a login screen. When I log back in, I get the "cannot complete your last action" message.
- I have tried this on 3 different browsers, 3 operating systems (Linux, Win 7.1, Win 10), and from 2 separate locations.

I am also having the exact same issue with attempting to add an Ally bank checking account into my paypal account. I am using OSX this time, so it seems to not be working on a mac either. I have gone through a number of text messages and a few automated phone calls with no luck getting Paypal to accept my "identification" on an "unrecognized device."

Not sure if everyone in this forum has already resolved this, but if not, I suggest calling up there customer support line. I'm having trouble posting the phone number as digits (upon submission, they are automatically converted into: Login, Click "Help", Click "Call Us"), so I'll just write them in words:

I called just now and they were able to link my account even though I ran into the same verification loop when I tried on my own.

berkeleydave gave great advice. I called the number he indicated and spoke to a customer service agent. She confirmed that PayPal stopped doing business with online banks awhile back. After saying this, she admitted that some people had success using these banks. She offered to manually enter the bank into the sytem on my behalf. I had her do it over the phone. When I re-freshed my PayPal page, it appeared. I assume it will work as indicated.
