Re-adding a Credit Card to a Canadian Account

Evening,

I'm having some trouble with my credit card. I recently moved to a new home, and went ahead with updating my billing information. I updated my address with RBC, and later that day tried to do so with Paypal. I got an error message claiming the billing could not be verified, so I waited until the following day after 24 hours to try again. Still no effect. I tried a few more times with minor adjustments to make sure the address material exactly macthed what I provided RBC but no difference.

I went to an RBC branch to confirm with a teller that my address had been updated. When I went to try again, i discovered that, every time I tried to update my address and got an error, Paypal had been adding the new addresses to my account under the addresses page. I tried moving my card to the correct one there to no effect and then using it in the dropdown on the card, also to no effect. I decided to clear out all of my addresses and credit cards and try again from scratch.

Now, I entered the card again with the correct address, and got the same error. However, the card was still added to my account, and to that address, but I had made a small typo that may or not had mattered (the space in the postal code was present). So I tried again, removing the card and address and rentering them. This time, however, I got an error saying the card had been disabled. I filled out the linked form, which gave me a 24 hour turnaround notice. I elected to call support instead.

Support verified that, despite the card being absent on my end, they could see it listed as inactive. After being put on hold, I was told that the card had been disabled permanently as a result of reasons the customer support rep could not quite explain and also had never heard of before, only that it has something to do with Canada's credit system, and suggested I call my credit provider to check with them. I did so, and RBC confirmed that nothing was done on their end to block Paypal or the card, and that they had never heard of such a thing before. I called Paypal back, getting a different rep, who again checked my information, put me on hold and eventually told me this: because I have a Canadian account, once cards are removed, they can never be readded.

No reason for this policy was given, and she too had never hard about it before. I refuse to believe this is true, that Paypal would couple such an absolute policy with shoddy database management and have nobody hear about this before. This is the sort of thing that would **bleep** over many merchants. If it is, at least tell me why it makes any sort of sense whatsoever to permanently block a card once it is removed, with absolutely no warning that this will occur when the card is selected to be removed on the site or at any other time whatsoever. And RBC confirms that the credit system in place with them and in Canada has nothing to do with it and as far as they're concerned, Paypal's a merchant who can try sending another one dollar verification charge if they wish at any time and resume use as usual.

My friend I just went in the same ship. Just log off for couple of days and get a rep from UK (Send email during 9 pm from Canada) and they will fix it. Just re-login and manually add the credit card. Its that simple
