I can't close my account!

Please help me. I lived in Canada and used Canadian card (obviously) but now I moved to Europe and I want to close my account to create a new one. But any time I try it this pops up:
Sorry, there's a problem. Please try again later.
And it doesn't say the problem.
And after I go to the Help Cetre to write a message (which I can't), it offers me to close my account and when I click on it it asks for my Full Bank Account Number. I have no idea what that is.
Please help me!

Perhaps it has something to do with you in Europe logging into your Canadian account. Inform PayPal that you're abroad in the CA account in it's Security settings found on Profile page. Then try to close it. Make sure you remove and bank or card accounts linked as well as closing out any account issues that need to be resolved, if any, like disputes or account limitations.
