Problem with money on Paypal

Hello, so I got 2 problems.

1) I should have 12.51 euros in my bank account, I just dont know where have they gone, I got a refund for 22,80 and bought stuff for 10,29 euros,paypal hasn`t responed for a month. http://prntscr.com/as52mg

2)I got a refund for 96euros recently and I still don`t have it. What do i do here?http://prntscr.com/as530i If i call paypal will my telephone company charge me?

dude,if i write to them they answer in a month... and i got a question, if i call paypal,will I get charged a huge amount of money?

Phone call fees are charged by the phone service, not PayPal.
